ELLSWORTH — When tragedy strikes, the city’s fire chief says he wants to make sure he has enough personnel to respond safely and effectively. The City Council Feb. 13 approved Chief Richard Tupper’s request to apply for federal SAFER (Staffing for Adequate Fire and Emergency Response) grant funding to hire two additional full-time firefighters.
